Highway Betrayal

Czesław Bielecki's article entitled, Highway Betrayal, focuses on the public sector's slow movement related to this infrastructure development. This piece was published on Thursday, January 24, 2008 in the 20th (7923) edition of Rzeczpospolita. Why can't Poles still not deal with the construction of highways that compare to European standards? Who is to blame? Which interests groups play a role in this process?
